There is a thing I cannot undersand yet: are the sisterhhod quest of any simularity with other quilds quests? I mean, I v'got utterly no class-icon on the top of the character screen once I've joined this Sisterhood. Does it imply that this is not a guild, in fact, and I must choose another guild as my secong one?

The Sisterhood doesn't contain a first tier class, so joining it won't automatically add one to your character, and you'll still need to join another guild. But after that, the Sisterhood contains second and third tier classes, and so it'll work just like the other guilds (the Eastern Houses work just like the SIsterhood).

Our classes page might make this more clear.

But the dragon guys provide additional promotions based on the current guilds, that is why the fact, that they do not have their own guild, seems reasonable. The Sisterhood classes do not rely on any other guild, so they are initially expected to have one of their own.
