how can you tell if you have leveled-up or check your status. I am not sure if I have possible bug

Like it says in the handbook. The blue bar below your portrait shows you your progress towards the next level.
Also when pressing C you will hear a special note telling you that you have levelled up.

Do levels actually do anything? or are they just like a progress marker?
