Drank a permanant intellegence potion but it wore off.
Am I doing something wrong?

Couple of points.
First, please read the forum rules. Notice #3; so, no acronyms to get around vulgarities. I've removed the one you had in your post. Please keep that in mind, in the future.
Two, you just posted a question two hours ago. Bumping is normally considered discourteous, but it's downright counterproductive when it's done in a forum whose first page stays up for days, possibly weeks.
Please don't bump.
Third--are you using the latest patch? There were problems with the perm potions in earlier redactions of the game--I think, through 1.3. You should have the latest installed. If you do and that happens, you may want to write directly to Larian Studios. Frankly, I was disappointed at the state of buginess they left the game in before signing off on the product: Beyond Divinity is not as tight a game as Divine Divinity, in that respect. If you need a link to the patch, let me know.
