I cant find mara at harrow ruins to give me the letter for the southern gate of skulldoon

Did you first talk to Lord Graemare at Bolen Fields and Gileah at the Fargrove tavern?

Travel East of Fargrove (towards Skuldoon but not all the way there)

At the first interesection to South/Southeast
Follow it till you reach Lake Dread
Go west along the coast of Lake Dread to find a Bridge, cross it
go south West to find the road
Follow the Road West till it ends, then continue west across the grass.
You will find Mara being attacked by assassins, kill the assassins and talk to her.
She gives you the letter...
