You can get a boost to certain stats depending on how you create your character through the skill and so forth you chose.

However, to boost stats that high, the only thing I can tell you is to play the game and level up. The primary skills you chose will boost the stats they are dependant on. For example, using heavey armor I believe will make it easier and quicker to boost your strength attribute than would light armor.

You can also pay for training instead of just playing and uping a skill normally, but this gets a bit expensive at the higher levels, and you can't train a skill any higher than it's base attribnute in that way anyway.

You can also look into enchanting items, wepaons, or armor to give you boosts to your stats, but for the most part, those types of things would be constant effect enchantments and would require a grand soul gem with either a golden saint or a winged twilight soul which can be a bit hard to come by in the begginning of the game.
