Where is the custard mansion? Is it in the slum district?

Yes it is. It's easy to find, but visit the curio shop to get the quest and key needed to enter it first.

Chest bug?

I'm in custard mansion and the last chest won't open. I'm guessing that's where the map is...grrr. Any suggestions?

The headless guy should have dropped the map. The treasure chest is something that will hopefully get fixed in the next patch.

Yep

Yep, the headless guy with the large axe should drop the map when you kill him. He spawns when you open the chest in the middle of the room.
