Speed factor on a weapon determines when it strikes during the round, yes? Or does it mean something else.

It determines a little more things: You can have "Attacks: 97" but with a 2H sword with "Speed = 10" and without speed bonuses you will attack only once per round. Those 97 attacks are your maximum per round. The weapon speed must be taken into accoutn, too.
