I found a list of spells in Torment on one of the many webpages for it, and have played through the game a few times. There are still many of the spells that I could not find. Some are specific for an NPC, like Reign of Anger for Dakkon, and Ignus has Tongues of Flames, Fiery Rain, and Elemental Strike.
Does anyone know how to acquire these other spells, or are they usable only by NPCs such as Trias and Ravel:

Black-barbed Shield – 2nd
Adder’s Kiss – 2nd
Enoll Eva’s Duplication – 5th
Howl of Pandemonium – 6th
Guardian Mantle – 7th

I am not totally through the game yet, but I think certain spells can only be obtained by certain teachers of the Art. Pain Mirror, for example, can only be obtained if Lady Thorncombe teaches you to become a Wizard. Since I had Mebbeth teach me, I will never see Pain Mirror in my game.
Other spells are only used by certain NPCs (some non-joinable), and unfortunately can not found anywhere for use by Nameless.
Other spells are only obtained by making certain decisions in the course of the game. In fact, I think some of the decisions you need to make to get certain spells are actually *evil* decisions.
Half of me says: For shame, Black Isle! Some of these spells look very cool!
The other half: Bravo, Black Isle! Decisions that actually mean something!

horror - might be a randomly generated drop (esp. in the rubikon) - does the mausoleum mage have a copy of it?
black-barbed shield - if you butter up ravel enough, she'll give you some items which you can use to acquire this one.
adder's kiss - a random drop? the pestilence tome also rewards this for its second task.
enoll eva's duplication - nordom will give you an item you can use to inscribe this one--you need to work through all his dialogues once you *talk* to and then kill the EWC.

i know conflagration is useable by TNO, but can't recall how i obtained it.

Ignus' Fury can only be used against you if you fight him in the fortress. As far as I know, there's no way you can use it without cheating.

Acquiring spells
Lots of spells can be bought off one of the merchants in the marketplace in Sigil's Lower Ward and Fjull has a lot to give away if you ask him when you meet him.
Some spells can be found randomly and others can be learnt off Ignus and Dakkon. I think there was also a rare spell or two in Pharod's vault.
Oh, and joing the Dustkeepers gets you access to the two embalming spells.
