Strange Item

I've found an item(necklace) called "Skull Of The Fiend". There are no stats for the item and price I would get for it is around 20k. Was wondering if anybody else came across this item or another with no stats.
It is in my equip screen and I can put it on, but see no way of knowing what it does.

Tengu, are you running the 1.3 patch? I had hoped that the broken trinket would have been fixed in the patch, since you'd think such a fix would have been easy to make.
