Isn't there three kinds of doors at the Power Plant -yellow, red and blue? So it goes to the blue one(s). You need only yellow and red cards to get to the main reactor though, but if I remember right, there're blue doors too somewhere...
Or then I just again messed things up and I haven't a glue :)

i never saw any blue door in reactor. maybe the purpose of blue is same as yellow reactor keycard in klamath and the purpose is- it has no purpose. or does it?

It was originally planned for that blue pass key to unlock the back door into the Navarro airbase if I'm not mistaken, but due to a bug the key is redunant.

(Even funnier is that the key was put in with the patch.)

Well, FO2 developers had such a strange (IMO) sense of humor so I think it's just for confusing players who are trying to find out what it does :D

I think there's nothing bad with extra, useless items. Makes things a little more realistic, give us something to think and discuss and offer a little possibility that maybe there's still something to find :)
Personally I've found few new places while trying to solve these kinds of mysteries (I try to avoid reading about places, which are unfamiliar to me. It's always funnier to found them without help/knowledge.)

Well people I cant exactly remember but I used that blue keycard to enter Navarro base. If u want to enter navarro from the place Xarn escapes, u must have the keycard, then u may let him join u and kill enclave fellas easier
