Can anyone tell me what triggers Vartugg's return to Skuldoon? Thanks!!!

Returning the first four relics to talendor. D

I've placed only three artifact to Talendor (horn, robes, shield) and he was back in his fortress ( i think that passed through shadow ruins is the key to his return - cause it works with 3 not 4 relics placed, maybe you need posses four relics, cause i use rod as weapon sometimes).
