Unfortunately, there's really no good answer to that question. All the good weapons are in treasure chests. There's nothing worthwhile in any predictable place. There's a few good chests in the naga temple, a few in the temple in the vale of ruin, and the best stuff prior to the end of the game is in the temple of souls. If you're willing to spend the time on it, then you can save in front of a level 8 or 9 chest somewhere, and keep on opening it up untill you get something you want. Chests seem to have certain levels of equipment in them, so don't go expecting to get deathlord armor out of a chest that drops druid armor the first time. Also, there's a few ok things in the chests on the world map, but most don't have much, and they have a much smaller variety. For one, I think you always get a shield of either 100% ice protection, or 100% magic protection in the breeding grounds, and the ice is more prevalent.

About the best armor you can buy is the plate mail at the Arindale armorer/weapons person. There are other places to buy armor, but the plate seems about the best. For the really good armor, you get it from opening chests. Level 8 and Level 9 chests are the best. Save the game just before you open the chest and see what you get. If it is not anything you want or need, then restart from your saved game. Rinse and repeat until you get what you want.

Also, the chests tend to have 'flavors'. Some are weapons chests and some are magic item chests. There might be more or other flavors, but I just break them down into these two categories. So if you are at a level 8 chest that gives you spells, don't expect to get armor and vice versa.

Probably the first two Level 8 chests that you can get to are in the Fire Drake area. There are two level 8 chests there, one that gives weapsons/armor and the other that gives magic stuff. There are other ones in dungeons, but not exactly sure where. Check the walkthroughs.

There are 2 chest not in dungeons where you can get very good armor(maybe not the very best, deathlord being the best). One is on the west side of the drake nesting area. The other is the second chest you reach after passing the tree guardians. I've gotten Crimson armor from both of them(third highest). Plain plate armor and asian armor drop from chest in lake ulm, lake dread and the chest in the far north edge of bolen fields.
People have already mentioned the dungeons you must enter to find good weapons. D

Since you've made me think about it, and I've started redoing a few of the decent chests, I think the chests may be more specific as to what they contain than I previously thought.
I think Iparnell is right about the flavor types, but I think there may be 1 or two sub categories of each. For weapons, there's definately an Armor, and a Weapon type. Possibly a shield too. For Magic, I think there's a magic item, and a magic spell type.
I'm also sure that Ferncliff is right, and you can get crimson or gilded armor out of those two specific chests.
I don't remember what I got out of the west drake chest, but good armor sounds right, and one, I think the eastern, I ALWAYS get a heavy shield with 100% protection against something. I Also got either crimson armor or crimson boots out of the chest on the way to the shadow temple.
Also, I just checked the two chests in the Iryanthabl area, and the north one ALWAYS gives me a Summon Guardian spell, and the west one ALWAYS gives me a Summon Haunt spell.
Also, in the area you need the Demon Key to enter within the Tomb of Souls, when facing the two chests, I found various gilded and deathlord armor (or equal level shields) in the left one, and found a Kama of the Void, or a Sceptor of Evil in the right one.

Maybe we can map some of these chests out, and figure out what's where. I'm going into the maze now, so I'll print a map, and keep track of which is where.

UPDATE:
Whelp, that was pretty useless. Only 3 chests on the level. However, if you label the chests 1-3 clockwise starting from 7 o'clock (south west corner), then they do this:
1: level 9 weapon chest. 2 weapons, almost the most powerfull. Weapons I got included "the golden axe", elven night dagger, winter nodachi (only one I kept), winter bow, balderic blade. 15 or so tries, no demon blade.
2: level 9 armor chest. 3 pieces of armor, almost the most powerfull. Armor I got included gilded legs/gloves/boots, dragon helm/shield, crimson gloves/boots/helm(daimyo kabuto). I didn't have the gilded gloves yet, but the only thing work keeping was the shield of the dragon. No deathlord anything.
3: level 9 magic chest. 1 magic item, best being ring of the void, hence useless at this point, plus 1 or 3 spells. 80% of spells being summons you probably already have. nothing worthwhile, not a single rune spell, mostly just nether crap you can mix w/o needing a spell.

Right now I'm thinking level 8 chests are required for getting the best of anything. Seems a level 9 chest is really just a couple level 6 or 7 chests.

Correct me if I'm wrong anywhere.

This has sort of been covered but let me add my 2 cents. There are 4 differant types of chest. Magic which drops scrolls, arcane, celestial or nether ingrediants usually a combination. Celestial being rare (time warp and peace only it seems) and rune magic is almost never found though I'm almost through my second game I finaly got a rune drop from one chest (spitting shield). Armor which includes shields. Trinket which drop rings and/ or necklaces and braclets. The chest on the east side of the drake nesting area is a trinket chest. There is also a nice trinket chest in lost lake. And weapons chest. Magic chest are the most common followed by weapons, armor and trinkets
The chest in general drop higher level things as you progress through the game. So in and around elf and human lands weapons chest drop low level weapons such as kris blades, blood swords, elven war daggers and frost daggers. Armor chest drop asian and regular armor. Basicly the same story for the forbidden lands but add druid armor and rogue armor and heavier but still low level weapons like great swords and double bladed axe just to name a few. In the naga temple you start getting mid level weapons such as the dwarf axes (frost, poison etc) radiat sword, scepters (evil, fire, frost) etc. Temple of draedoth chest start to drop mid-high level weapons such as crystal light great sword, emerald sword, sapphire sword, kris blade of evil, golden spear, gold throwing knife etc. Armor chest drop crimson armor, druid armor, guilded armor, shield of evil and dragon helm etc. The tomb of souls is where you start getting in to the best stuff. And just to make a point of it in the maze of Irynthabl there are only 3 chest, one magic (or maybe it's a trinket chest or a combo of the 2), one armor and one weapon all of which drop the best stuff in the game. Sorry if I messed up some of the names of the items but you get an idea. D

Tarsellis you can get deathlord armor from the chest in the maze. I got belt and shoulders. Others have reported getting demon swords from the chest in the maze but I got tried of looking. Also I got a necklace called 'eye of the witch' from the maze which is probaly the best trinket in the game +10 against everything (magic, fire, ice etc) It's just like the warding ring which I never found. Kewl. I guess that stuff is just ultra rare there (I tried each chest at least 12-15 times). I found that necklace you're talking about earlier, and still have it in inventory in case I decide to use it some day. I guess it just takes persistance, and a willingness to spend a great deal of time at chests if you want something specific.

Say, you ever wonder if maybe your current class or skills might affect what's in a chest?

Yes I have wondered that. Hard to check. I'm leaning toward that it doesn't.

Has anyone ever found the 'helm of lords'? That's what I would like to find this time through. D

I specifically took the Luck Heraldry thinking that it would 'help' with the chests and finding cool treasure, but now the consensus seems to be that heraldries do not work - dang!

I did get a deathlord chest armor and a deathloard belt from the armor chest in the Fire drake area. Not at the same time, but on separate occasions.

I hate having to play the chest roulette. I think an added feature should be that some of the merchants can have the really cool armor, but it takes something to trade for it. Say I wanted the Lord of Helms, well, it would cost me the Dragon shield, Blade of Death, and 20,000 gold. Maybe this way I would not have to spend 30 minutes at a chest to get the one good drop.

I've never seen the helm of lords. I also took the luck hareldry the first time through, and comparing my second game, it didn't help. If anything, it hurt, as I found better stuff earlier the second time through.
Also, I agree, I hate playing chest roulette. This time around the game was obscenely easy too, and I barely played any roulette. It made little difference for the 6-12 chests I did too. I already had most of what I beat the game with. What I got that was better was only by a small increment, so really made little difference. Probably saved me from using a few spells that I had more than enough of anyways.
But it is definately a crock not having a consistent way to easily get the good armor. We need an extra shop, the trading option mentioned, or both.
Neh, well, I guess that's half the fun. Run around like a chicken with ur head cut off, kill everything in site (except some of those annoying random encounters, who wants 300 experience when you need another mil to level up?!), and just see what equipment you get this time. Heck, most the game I had 1-3 million advancement points (at least) just sitting around in case I found something I needed them for.
If only there were a map editor, a character import option, and the multi-player were quick via the net . . .
