I am currently an Adept as my starting class and plan to to take a second
level one tier in Fighter. I was wondering how I gain access to the higher
level Arcane Spells which come in handy.
I also want to increase my Celestial magic skill but that means from what I
have read that I select Celestial as my second tier. I don't think I can do
that and pick up the second tier one class.
I would appreciate help to make sure I am understanding the progressions
so that I can have access to the higher level spells in both Celestial and
Arcane and still get the fighter bonuses.

The only way to get the majority of the arcane spells is to take mage as your other tier one class. Then you'll see the spells available at the Arcane Emporium and at Grymlok.
If you want to be a fighter / adept / mage combo, then I'd suggest you take paladin as your tier two adept class, and take mage as your other tier one class.

I want to take a 2nd level class as a fighter once I get done with the
Celestial quest. If I understand you right if I kill an enemy and he drops
a spellbook or I buy a spellbook even though I am a Fighter, I will still
be able to use that level 5 Arcane spell that I found or purchased?
I think I am too used to gaining the higher spells by staying in a guild an
earning a spell as I put more points in that line of magic.
I am basically a fighter who likes some magic that will help against tougher
foes so I would look for a mix of defensive and offensive magic. I have
played a mage on a couple of occasions but they are way too weak as
they start a game. Playing a Fighter, Barbarian or Paladin allows me to
get in the thick of things and mix it up but only the Paladin gains use of
any magic.
I get the feeling I will have to follow the:
Adept/Mage/Paladin/Battlemage/Warlock
path to get use of offensive spells which still leaves the question of the
higher spells. I think I will have to finish the Celestial quest and then
become a Mage by completing their quest and then become a Paladin as
my first 2nd tier class. I am wondering if by just completing the Mage
guild's quest does that allow/give me the ability to use let's say a level
eight Arcane spell or am I still missing something.

I got it as I was typing my reply to Hounder so I saw it after I had posted
my reply. I quess I am so used gaining the higher level spells by staying

Since you are not joining and advancing in the mage guild, then you have to get lucky and find them. Otherwise, you are stuck with just the spells that can be bought. By joining and advancing the mage guild, more spells become available to be bought, so you don't have to rely on just finding them. Yes, you are able to use any spellbook/crystal/whatnot you find, but the problems is you won't find any of the poweful ones unles you are pretty lucky. Most of the spells that I usually find are fireball, magic missile, and shrieking star, with a few burning hands and freezing touch spells tossed in.
It looks like no Medium dual wield for my character
I had hoped to get the dual wield medium weapons but that doesn't look
like a possibility for my character if I want the higher Celestial and Arcane
magic and have a character who can get in the thick of things and slur it
out.
My progression pretty much has to be Adept, Mage, Paladin, Battlemage
and finally Warlock. I won't get dual wield but will get better armor and
the magic I want. Paladin will allow me to mix it up with the better armor
and probably use medium weapons as that will save points by not having
to put them in Heavy Weapons and i need to check out the Heavy Armor
to see if it is that much better than Medium Armor. Checking the Classes
page there are some good Medium swords and I could put extra points in
medium sword.
We will see how it works out. I don't use Parry very much as I find it easier
to control a fight by being on the offensive and picking my own moves.
