Sewer: the unseeing eye !!??

How do I enter the tunnel that leads to the cult of the unseeing eye? I found the entrance in the sewer but all I get is an arrow with a ? and it says something like there is a tunnel and you are not prepared to go there yet but I have finished many of the quests. Can it be that there is something I haven't done that will allow me to enter??

Have you talked to the temple that contacts you after the dialogsequence where Gaal(sp?) tells the townfolks about the Unseeing Eye.

I think - that unless you're a priest that it is the temple of Helm that contacts you

I have been to the tempel of helm but everybody there have an attitude and don't want to talk to me. I guess I have to go to another tempel and ask around.

I think the quest needs to be 'tripped'. In my game I came across an Unseeing eye prophet just North of the entrance to the 2 bridges outside the temple of Lothander (???). There was a scripted scene, and then a rep from the temple of Helm tells you to come talk to them.
