No. Horses will be available in Oblivion, but not mounts.
On the PC side, there's a great mod that lets you buy colts at a ranch, look for and hire trainers with different qualities, and eventually either sell your colt at a profit or ride it. But on the Xbox, unfortunately, no mods are available.
