The History Channel ad banner is extremly irritating in Firefox, since it is going up and down, covering the menu choices User CP, FAQ, Members list etc, and everything above that. Also, when it is up, not covering this menu, the menu choices remain unclickable, including Forum rules and the hyperlinks higher in the forum hierarchy.
I don't have this problem in Opera, and it didn't come down when I checked IE either. How can this be removed? I already block pop ups in Firefox.

Does reloading your browser not solve the problem? Oddly, I use FireFox, and I've not had huge trouble with the banner. You might try the Java Script debugger extension for Firefox. Otherwise, the No Script extension for Firefox will solve your problem, though it can be a bit irritating to get use to (as you'll have to pretty much chose what to allow and what not to for every site you go to, it's nice for added protection, though).
There is indeed issues with the "Rome:Engineering an Empire" banner (having it right now as well ) from the History Channel in FireFox, as per CEs description.
Reloading will only help if you get another banner from it.
The only solution to this from a user standpoint seems to be to Adblock it, and wait for the addcompany to actually make decent advertisments which doesn't mess up in your browsers.

I tried turning off all Java script options in Firefox, but that did not change anything. Like Xan says, reloading only helps if I get another banner that time.

Adblock is a plugin to FireFox, which makes it possible to block elements from a webpage so it they aren't downloaded. This - I would think - would make it possible to block the add itself, but (unfortunally) it would likely block other adds as well.
Personally - I simply accept that some programmers aren't smart enough to program for multiple browser and live with this add, seeing as I have no intention of blocking adds from GameBanshee.

Yeah, I don't have it adblocked. So, one of the java script extensions seems to be fixing the problem for me. I wasn't suggestion you mess with the internal java features, but rather download the actual extensions. Those should work. However, adblock is probably the simpler way to go. Again, you'll need to download adblock from the Firefox extension page. It's located here.
