redoran hllalu stronghold problem

stronghold problems spoiler

i have one stronghold with house redoran, i finish some ofn the mission for house hlaalu and i am granmaster , but when i have to build my stronghold duke dren wont give me a constuction contract because he said that he already gave me one what i have to do? if i use any cheat or if i kill him or steal from him from my journal it look if i have to wait few days for the first phase but i have been waiting for 22 and nothing happend it is normal i didnt cheat to get into the two houses

Your a member of redoran and hlaalu? Could this be a bug?

Yep, but it's not a unique one.
If you choose Redoran or Telvanni you can also become grandmaster in Hlaalu when you complete the main quest and talk to Vedam Dren, do a search on this forum for more information.
