I seem can't open the door next to sea's bounty tavern. it's locked to me always. how should I do that?

After lockpicking the door, do you get a message taht says" ABC failed to pick the lock" or " This door is magically protected form lockingpicking"?

I even cast Knock spell on it. and it won't open. I don't know what's wrong with it. and, what level of thief will be able to open that lock?
