Adding subtitles.

In many NPC mods the spoken lines have subtitles to accompany them and I was wondering if it was possible to do this with any voice set?

I would like to think it's nothing more complex than typing up a text file with the right command lines in but I suspect it may involve heavy use of IEEP.

Any suggestions?
