Whats the deal in this place, I've been through it two or three times and can't find this dude.

Are you entering the right place? It's the sewer grate near where Tin Can Bill was standing. I ask because there are two manholes in the vicinity of him (the one near dead end, is the one you want).

After you've gone down the right one, you'll need to pick the lock on a door at the end of the first sewer tunnel you enter. That will lead you into a room with two tunnels in it. Take either one, and you'll eventually drop down into a large room. Directly ahead is the room the plaguebearer is in.

The correct PB sewer is beyond where you meet Tin Can Bill - at the end of that alley. the PB doesn't appear until you either (a) trap yourself or (b) stand outside his trapped area, shoot where he is invisibly standing and activate him so that he comes out. I have found it very useful NOT to be trapped in his lair - he does aggravated damage and can be very unpleasant. shooting him from on top of a handy pile of pallets is much easier...

Actually you don't need to pick that lock, you can as well go the route to the left, jump over the waterfall and enter exactly the same area. Especially good for Ventrue who don't have enough Security to crack through the door without a Blood Buff.

There is also a route through one of the sewer pipes (you end up high above in the large hall).

Honestly, I never found him that difficult. Anyway, yrth is right on, there are a few threads on fighting him. He's a good vampire to begin "testing" yourself against. As the foes you'll face after him will generally be a good deal tougher. Some of the best:

For the most part, I'd recommend avoid using guns against him. Buff up thoroughly once he attacks (all your physical disciplines + blood buff). Take your best melee weapon and just go at him. If you keep him off balance, he'll go down fairly easily.

If you happen to have fortitude that'll be a huge help and if you have some extra xp before fighting him i'd suggest putting it in that. Though my ventrue was more proficient in meelee weapons han just bare-knuckle, i found the fists work the best on him. Guns are out unless you try shooting at him before he initiates a conversation with you. Don't be afraid to use a bloodpack or two on the guy, you can always buy more and itll only cost you around $200 bucks for two. It took me three or four tries to kill him, but kill him I did. :)

this might seem kinda redundant but after i beat kanker i couldn't find his lair for anything, so i got two of the plague bearers, him and the girl, but cant finish the mission. any words of advice on this?

take a flyer

...to a dude who wants to know if you are 'enlightened'.

the 2nd of those PBs you destroy has a flyer somewhere near them.

ask Damsel about the flyer - she'll tell you to go look for it on a wall somewhere thereabouts.

you then get to enjoy the zombie crack-house and have a shoot-out with Brother K. you get decent XP for that side-quest and a present from Strauss. it is a good test of where you are at. I often leave it until I have an offensive discipline at a reasonable level and guns, lots of guns...
