I completed the Umar Hills quest and went to talk to the mayor and he said somethign about seeing the ogres...yeah I hadn't done it before I left, my bad. But now Madulf says he hasnt been visited and the mayor isnt there. Whats up?

You just have to wait a bit, try resting or leaving and coming back. The mayor takes a while to walk that short distance.
In memorian: Fiona; Ravager; Lestat; Phreddie; and all of those from the 1500 incident. Lest we forget.
