Way of the Tiger quest help pls!

I have read the walkthrough and it says that I have to talk to Elvithra at the
Apothecary. When I do all she does is offer things to me and her husband at the back keeps saying "Who is it?" blah blah blah.

When I go to the Inn and upto Narako Misume's room all she says is "Leave me alone" and that is all.

I have returned several times back and forth and I still don't have this quest yet.

Any help thanks

Did you talk to the guy at the House of the Tiger? He's the one who gives the quest.
