Alliance with lord Graemere for Vartugg?

Ive just returned with to vartugg with the blood and am ready for the vale of ruin, but what about forming the alliance Vartugg wanted? A little foresight would be sweet, thanks :)

You can't form the alliance. You just have to keep doing quests for Vartugg.
