I think the ones you are talking about require that you be a primary will user. Use will powers to kill your enemies (in lieu of swordplay) for the lionshare of the game, and eventually they'll appear on your body.
You can't get the exact same affect as Maze but when you max out your will abilities your body(most noticably your hands) begin to glow a light blue. Any tats that you have only enhance the glow - they themselves do not glow.
