Won't let me join mage guild

I delivered the letter to Lord D. but the magic shop owner will not acknowledge that I did so and allow me join the Guild. I never get the initiation quest. Any Help? Thanks in advance...

What happens when you ask Aleister about the Guild of Mages?

he just tells me about the guild of mages, but does not offer to let me join.

My guess is it's one of two things: either you're already in two guilds, so you're not allowed to join the mage guild, or else Aleister asked you to join once before, and you told him never to ask you again.
