Im not sure if this is a really silly question but ill ask anyway...
Is there anything that can be done to improve performance that isnt in the ingame options (eg shadows , view distance ) like a patch or something?
Its running ok but im having trouble using the marksman skill because currently my view distance is on minimum...any advice at all would be good advice.
If you are looking for any ingame suggestions at all :
*turn off the music
*turn master sounds down to about 1/2
*Go with 800 by 600 resolution
*turn off shadows
Should none of the above help, if you are able to spend a bit of money, consider updating your graphics card and purchasing additional RAM.

Please include the CPU, amount of RAM, and video card.

You don't necessarily need an entirely new computer. Just upgrade (or get somebody to upgrade) select parts of it. I would suggest upgrading RAM to 1 GB, and the CPU to 3 gHz, with a 64 processor, if possible.
But if your hard drive is large enough and your CD/DVD/floppy drives are fine, why bother upgrading them?
