Cheis is being chased by every worker of SF and closeby installments.. finally cheis is caught inside his air tight bunker.. unfortunately cheis didn't hire brynn as the engineer to design the bunker, and when he said airtight, the engineer made it air tight.. the bunker is so tight there's no ventilation and to prolong his life cheis has to get out of the bunker before the oxygen runs out, and give himself to the mercy of the enraged SF workers..

just as they are about to take cheis to be beheaded inwalks locke and calms the angry mob down, by saying that cheis will raise their salaries and that the workers will have the power/responsibility to keep SF a fair place for all, no Cheis will ever run it with a dictator like iron fist.. Cheis being shamed and demoted and broke, he flees to the nearest room to let it all out..

the evening is now being allowed to continue as normal
