mysterious person, Santa Monica (SPOILER)

When I enter the local restaurant in Santa Monica, there's a somewhat cool guy in the corner, wearing black gloves. I've been through the game but don't recall any quest be related to him.
What's his role in the game? Is there any hidden quest?

He is the serial killer you have been tracking through the game. The Carnival of Death and the Mudd Hunt quests. You were supposed to meet him at the Brothers Salvage junkyard and kill (or let go).
