Seduction isn't
as useful as persuasion, but it will get you by. I recommend putting 3 points into Scholarship. This combined with the one starting point in Charisma (for all clans except Nosferatu) will give you a persuaion of 4, which is good enough for most people.
The biggest advantage of seduction is that you can use it on those girls at the bars in night clubs as well as protitutes on the street and get a free drink without fear of a masquerade violation. The girls in the clubs require different levels of seduction depending on what part of the city they're in with Santa Monica being the easiest and China Town being the most difficult. Prostitutes require a seduction feat of at least 7.
As far as bosses go - No, you can't seduce them.
The most obvious clan to be seductive with is Toreador. They can start the game with 3 points in Appearance and Subterfuge, which gives you a seduction feat of 6 right from the beginning. Second best at seduction is Ventrue. They can start with 3 points in Apperance and 2 in Subterfuge, if I remember correctly. Malkavian starting stats are are more intellectual than social, so if you go Malk you'll have to work harder to get your seduction feat up.
If you've enable the cheat console, you can also enable the character histories. This is a somewhat buggy feature, as it was never fully completed, but it does give you some more options. A female Toreador with the Decadant Enchantress history can start the game with a seduction feat of 8 (1 bonus point in appearance and 1 in subterfuge). There are some other histories that swap the priority of your starting stats, which can help the less social/attractive clans with their seduction as well.
