For some reason, I can't get the key from Kendrack. I've done every single task in Chapter Two except for Luskan. What am I doing wrong?

I take it you mean to free Shaldrissa from her cell,if so 1) try opening the chest near the cell, or 2) you should be able to kill Yesgar who drops the cell key

Or do you the key to the mine in general? You have to find/kill the other escapees first, then Kendrak will give you the key to the mine.

I've already found the other convicts...

and returned the ears to Kendrack. I think it's just a bug in the game or something. Is there anything really important in the mines or should I just go on ahead to Luskan?

Is Shaldrissa still in the town? She would be outside close to the smithy IIRC. It may trigger the quest if you talk to her (if she's there) andd then return to Kendrack.
There isn't anything important in the mine, it's just connected to that quest.
