xp cap

ive downloaded the experience cap but didnt download the new rules (lvl 50) and ive been reading about problems with slowdown due to the xp cap download. im wondering if im going to encounter the same problem? if so where can i download the new rules? i checked teambg.com and their download of it is not working so does anyone know of anywhere else? thanks.
