At what point to I get to use charms? In DD I had to have the skill, but so far in BD I haven't seen anything that equates.

I think in BD you don't need to learn the skill. All you do is acquire enchanted items, and charms. Apply latter to former. Mix, and rinse.

I think the item says what level Charm it has and that determines how many can be used on it. E.g. Charm level 5 can accept 5 charms.
Right-clicking on the item brings up the window fo you to apply charms, IIRC.
