Where exactly is Belt of Inertial Barrier?

Hi,
Can anyone tell me exactly where in Tradesmeet I can find this item. I have looked through the inventories of a number of merchants (ie the smithy etc) but can't find it.
Please advise exact location.

Didn't find it myself but it might be listed in either the items section or the location--Trademeet part of the walkthough on this site.

I bought it from one of the 3 merchants in the "outer ring" of the town, in the SW. I don't remember if it was from Wallace, or one of the others on either side of him.
