Fael bug?

According to the strategy guide, in Umar Hills there should be 4 merchants outside the tavern, one of them being Fael - the Tanner's helper. But he's not there with the others.

I did the Tanner quest, where he manages to escape by boat while you fight his minions, so I guess there's no reason why Fael shouldn't be outside of the tavern.

Is there anything I've done wrong, or is this just some bug?

Did you take the Tanners note with you to Umar Hills?

If you arrived at night, he might be inside the Inn.....might wanna take a peek. And since the wording was kinda vague in the note, you hafta buy the History of the Zhentarim from him.
