You couldn't cast spells in the very beginning of the game either?
What is your charisma score? You need it too be at least 11 to cast a 1st lvl spell...
I'm just taking what comes to mind if you can't cast spells here, so I don't know if anything helps.

Did you rest in between moving around? Spells become inactive after you used them once and you need to rest to resplenish yourself. Resting will automatically fill up your spells again.
As for the Gang leaders, they usually cast Invisibility on themselves once you get near them. I never played a sorcerer so I don't know if you have access to the 'see invisibility' spell, but if you do, cast that on yourself and you can see the gang leaders. Then just lay into them, either with destructive spells or with a henchman.

The gang leaders casts invisibilty on themselves? I've never experienced anything like that. Can it be because you have the Platinum Edition and I got the original game with the expansions?
The gang leaders I know are fighters and rogues, wearing cloth and using a long sword. Mabye you mean the escaped sorcerers? They cast invisibility and use fireballs etc. (Oh and sorcerers can cast see invisibility )
I know that the gang leaders got more hit points after what class you are. If you play a barbarian, the first gang leader, (the one outside the prison) got 200 hp ( I counted the damage I did on him after he was dead). While if I play as a spellcaster, they have somewhere around 100 hit point.
But as Ningengirai says, nuke their asses with spells (Prefered to be spells without reflex saves)

I always experience something like that in the Peninsula District. Maybe it has something to do with the fact that I always go there last, for whatever reason, and finish the other three districts first. By the time I reach the prison district, maybe my level's high enough for the gang leaders to achieve that ability of casting invisibility on themselves? I don't know. Usually, when I go through the prison, the 'See Invisibility' spell is the one I can't do without. The only gang leader I ever saw wearing cloth and using a long sword was outside the prison, to the left-hand side, near where the entrance to youknowwhat is. He's guarding one of the trapped chests. The others? 'See wizard approach. Cast invisibility.'
Edited to add: I don't think it has anything to do with expansions or editions, actually. I played the game without expansions, I played it as Platinum, and right now I'm trying to play it as the Diamond Edition ( if it didn't crash all the time, grrrr! ). Could it be that it has something to do with class? I always play wizards.

It is more likely that your level is what does it. You remember the weaker zombies from Beggar's Nest right? If you take that place last, they'll become zombie warriors.
Anyways, we should get back to the topic
I suggest taking along a henchman. Dalean or that crazed monk, Grignaw (or whatever his name was)
