Boots Of Speed

Oki im new to these forums and i'd like to ask:

Do boots of speed increase attack rate, since the animation is faster, but i dont seem to get as many hits as when im hasted (with the spell), nor rolls.

The thing why im asking is because it gives the "haste" icon to the character portait, but in baldur's gate 1 it didnt give it, and it didnt also increase attack rate.

The item description says it only increases the character's movement rate. I imagine the faster attack animation is just a side-effect.
