Magic Item - Hidden attack

I dont know how to make magic items to make special attack (e.g. quest scorched staff burns). Is it random? Or i must make special combination (like in mortal kombat )?

Magic items have a charge. Most have 1, 2 or 3 charges and discharge when used. They then have to recharge and will discharge again next time they are used. Most weapons discharge while being use in combat. Rings and charms discharge when 'invoked'. You'll find them in your inventory under 'invoke'. D
