bug or something in Umar Hills

After telling the Mayor (or how he is called) about the trade offer from ogres (or gnolls) in the north, he goes to speak with them and... disappears. If you go to speak to ogres they say he hadn't come yet. I searched the whole map but couldn't find him.
And also if you buy the boys some swords (without ale) they take 'em and go away, but the quest stays unfinished.

The mayor will return after a while, talk to him and then talk to the ogres to get your reward; you'll find the boys in the cave on the same map after a day or so. I can't remember the exact times, but it's around one or two days.

Sabre is correct, it takes some time before the mayor returns. I usually go to another area to complete another subquest before coming back to talk with the mayor again. a couple of days game time should be adequate for the mayor to return back home. (he probably took the long route to talk with the ogre or went on vacation)
