Yes, it definitely does give you more hit points with your staffs, scepters, etc. to level up in Magic Weapons. The skills database on this site says that this skill gives you:
The ability to wield magic weapons in combat and take advantage of their magical abilities
So it’s not only just to wield them. Your assumption is also correct for Heavy Weapons. The skills database says that this skill gives you:
The skills database says that the HW skill gives you:
Combat skill with heavy weaponry, such as great swords, battleaxes, etc. Advanced strikes gained at skill level 5 and higher.
So you do get advanced strikes, but only after level 5. As for Strength, you are unfortunately laboring under a misconception...this just enables you to wield heavier weapons, armor, and shields, but does not increase hit points. I hope this clarifies matters for you. lol,

The dead body of an enemy always smells good!
It looks like we just quoted the manual in the sections on attributes and skills, and so who knows what's actually true in the game. From what I've seen, there isn't any reason to improve weapon or armor skills once you've removed the penalty from the equipment you want to use. Adding more strength should do something, but I don't remember what.

i think it doesn't matter because i see no improvement in the damage numbers that flash DURING battle once penalties are removed - the only thing i see that actually increases damage is agility (speed maxes out at 262) allowing more hits faster, and dexterity (i have not maxed out strike, anyone know the cap?) which is 82 and still rising - THX for the input guys i'll post if strike maxes out unless it is redundant...
BTW i DO advance these stats at random anyway beyond my needs to be able to wear i.e. deathplate armor when i got it in draedoth dungeon, it helps to be prepared
