Really dumb item question

How do you take advantage of the abilities that come with some weapons and other items? For example there is this one sword that let's you cast Silence 15' radius 3 times a day. I can't seem to figure it out. Please help. Thank you!

there is a backpack icon on the bottom of your screen. click on it to use any abilities that come from equipment you are wearing

When you are equipping an item with special abilities, you can acces to them by clicking on the silver pounch in the bottom of the scteen, I think that you ca use F-something too (probably F7).
