Legal level one could honestly get can be calculated by formula:
(1000-S)/10
where S is sum of numbers in all initial major/minor skills.
Ttere's not even need to go to the jail - or so i've heard (and partially tested). So, have items with Drain skill by 100 (perhaps 50 would be good enough if you weren't a Breton) on Self for 3-5 seconds. Then go to ordinary teacher (you'd never need master trainer any more), activate the item and "talk" to the trainer... Since you cannot get past 100 anyway, it's whre you stay - but i'm told, that it counts regarding the level-up still. Of course, you could have a spell instead of an item, items just do not use to fail
Never bothered much about high levels. It does not really maters for the character's power, just some leveled creatures might spawn in Bloodmoon (with low enough probability still) for levels over 50. There are very few NPC with very high levels (and that's not the level in fact what makes them strong), and creatures even fewer, both categories mostly random save but certain fixed meant be very strong (such as Divayth Fyr or Tharsten Heart-Fang, both 65).
P.S. Off-topic of course, but the timeout seems to be too short. Not the first time i had to re-login to put the reply. This time i lost the previous version, though.

If my memory serves me well:
You can also fortify one atribute over 100, then you go to a master trainer for something that has that atribute as governing atribute, he will train you, atribute level wont rise, but the bar that showes level progres will. When it reaches 10 you can rest and gain a level. I think that you can do that all day long (I stoped at level 101).
