Galeryn's Horn

Can anyone help me? I've gone to Arindale and to see Lord Galebriand. The guards tell me to go away. I tell them I have Galeryn's horn and say they will tell Lord Galebriandy. I ask for Petition Lord Galebriand. I'm told to come back tomarrow, but when I come back not only can I not get in, but I do not have any of red statment to ask the guards. Have I miss something.
