Hi
I acquired the elven fire blade at the hall of weapons in Arindale. It doesn't seem to be doing fire damage, at least not visibly. Do I have to go to the Vale of Ruin to charge it? In the version 1.3, the blade was already charged, and the visit to the Vale was essentially pointless. Can anyone comment as to whether this thing is corrected in Version 1.4, and the charging is necessary?

Yes, you have to charge it at the Alter of Fire in the Vale of Ruin in 1.4.
The charging of weapons was fixed in version 1.4.

You'll need to speak to the star seer near Skuldoon (Startoxia or somthing like that ).
Then go to Grylok in the Northern Steps and tell him the password Startoxia gave you and he'll get you to the Vale Of Ruin.
