If you are on PC, you can try opening up the console and typing:
RA
and then hitting your enter key
This usually resets the actors (NPCs) to where they should be.

You have to be careful with that, I did it once and the game crashed. But the worst part was all my saves were messed up. I would recomend making a few back up saves if you have problems with your game crashing a lot. But the RA thing will most likely work fine.
Or you can use a command humanoid spell and lead him up the ramp. I did that in balamora an it worked great.
It's not necessary. As soon as you can talk with him, you have access to his service. There's a problem only if you couldn't find him. The script is tied to him, not to the place.

I know that but I think it feels more authentic if he is up on the ramp, but thats just me.
Maybe it would be a good idea to place the guy at the bottom of the ramp to have easier access to him (sometimes i fall when I'm going up the ramp)?

You could place him at the foot of the ramp - still looks sort of authentic...
