there is a dagger called the Soul Drinker. When you strike something with the dagger, you cast soultrap. I dont remember where I picked it up. It is friggin awesome.

You get it for completing the Balmora mages guild quests from the Dark Elf woman.
There are various sites that allow you to search for spell effects...
Oh yes, the Dark Elf guild steward lady in Balmora mages guild sells it... But you have to be of a certain rank in the mages guild - you can buy it before you get Soul Drinker...
