The only way I Can think of is drop your stuff where you can find it, get yourself arrested, and spend A LOT of time in prison, until your skills drop drastically. However, I'm not sure if this makes level drop too. Never tried. And you run the risk of your miscellaneous skills going down, and not your major/minor skills.

Max legal level is, IIRC, 78. Easy to count: sum up all your intial major and minor skills at the start, substract form 1000 (since there are 10 of them) and then divide what you've got by 10. So, if there had been neither racial nor birthsign bonuses your initial number should be 5x30+5x15=225. (1000-225)/10=77.5 Add the first level you've got at the birth and it's 78.
You can try, of course, artifical lowering of the skill, and there's even no need for the prison, though it also might be a way and more legal than whats follows in hidden:
Spoiler
It's said you could just artifically lower the skill level at the moment you are approaching a trainer for the lesson - say by Drain skill by 100 for 2...5 seconds. If you were a Breton, though, you should rather get a high level teacher, since your skill would drop not by 100 but - due your 50% resistance to magicka - by 50 (or you could use 2 spells 100 drain each). Although you skill won't raise above 100, naturally, the viruall increase still would count - or so i was told.

That's all.

Fortify your stat( with item or spell ).....lets say Personality... find Master trainer for Ilusion ( or other Pers. skill ), and you can train eaven if your skill is at max 100. Its going to count anyway...... My last char was at lvl 110
