There most probably shold have been some Damage skill spell - some NPC cast them on occasion. Try Imperial Cult altars or Temple shrines (those yellow piramides). Almsive restoration (Tribunal shrine) could work, for example. There are rich enough varieties of Temple shrines, so i do not know for sure, altogether the Tribunal shrine usualy have helped me. Never tried an altar, shrines are most common and are in many places while altars reside in Cult Temples only, altogether i believe the Altars are able to do the same.

If you have Tribunal you will be able to get a restore/fortify skill spell from the temple.

If you see a spellmaker, you can then get a restore/fortify armour spell.

Go to an imperial shrine and press Y when it asks what you want, this restores all attributes. You could also enchant an item to restore skills, they're easy to make or cheap to pay someone to do it for you.

Such happens not that often to have an item or spell. Attribute damages happen much more often (there are enough Bonewalkers of both sizes), so it's worth to have Restore Attributes in pocket (i have two Expensive Rings, each restoring 4 attributes 20pt each on use), but there are just too many skills.

I agree. I have not actually made a restore skill item but I have made a ring that restores strength because like you said there are tons of bonewalkers out there. (I only made the ring because I had just killed a greater bonewalker and had my strength lowered dramaticaly.)
