Is it possible to get spells with the fortify maximum magicka and restore magicka effects?
They aren't on spell search...

Fortify Magicka on Self xxx pts for 1 sec. ; xxx - up to 100, it's max for the spell;

Actually it'd be very weird if you were able to get by (direct Restore Magicka) spell more Magicka than you had spent on casting. And Fortify Magicka in fact is meant to increase the max amount of Magicka over your natural limit - temporary by design though.
Although both effects are in the game and you could make spells using them by CS, i'd rather doubt very much if there's any reason for it and if you are going to be happy with gameplay latter.

Actually the glitch we mentioned above works even better than plain Restore Magicka spell, and both are at least exploits anyway.
BTW, i seem to have met the effect "Fortify maximum Magicka" - birthsign feature in first place. Couldn't recall if there wasn't also an item, however.
