At stores, at certain locations such as under the cloakwood mines after you defeat the boss. They're not hard to find, keep looking, try the wizardry store at Beregost.

High Hedge is probably the first place you come across one. Luis is correct there are plenty around and easy to find . Have to have a Level 5 Arcane Caster to cast level 3 spells don't forget.

Help yourself to the staff of fire in the lair of the Ankhegs, with it you'll be able to pass everything that doesn't do down to bows... If you're not level 5, but I find it hard to be level 5 and not having a fireball scroll.

I think he means the Wand of Fire, you can find one of those in the Ankheg Lair.
