I descended the ladder down the trap but I ended up in the room with the lonely ghoul playing with the candle where I'd been before. Ghoul's missing, of course! No electricity machines. How do I get to the electricity machines? TNX!
problem
go up the ladder into the room with the book cases and play with the candles again to unclock one of the bookcases.... i think or it unlocks a door somewhere. but then again it didnt work for me so i had to use the noclip cheat to get into that room. hope this helps, i havent done the grout quest in a while though, so i could be full of crap... but give it a shot.

theoris is right - there is another set of candles on the balcony thing at the top of the ladder. if you manage to get these to light up correctly (i just pull random ones til it works lol, never usually takes more than a few mins, as i'm too lazy to work out the actual puzzle 
) then a bookcase will move to reveal a secret entrance that leads to a tunnel to the electricity room.
